EU HD 60364 vs CIS PUE: what the profile changes

What a profile is

Every project in PlanMyPanel carries a rule profile: EU — HD 60364 or CIS — PUE. The profile does not change the physics; it changes which checks the rule engine runs and at what severity. The same panel can be clean under one profile and produce warnings under the other. Pick the profile of the country where the panel will actually be installed, not the one you find more familiar.

The common core is identical in both: 30 mA protection for wet zones, sockets, water heaters, washing machines, underfloor heating and EV chargers; breaker-versus-cable checks; selectivity and RCD type in cascades; load and phase-balance checks; the panel reserve.

What actually differs

  • Lighting circuits. The EU profile requires 30 mA protection on lighting as well (HD 60364-4-41:2017 §411.3.4); the CIS profile does not check lighting circuits for it.
  • Voltage relay. In the CIS profile a missing voltage relay is a warning — the grids it targets have real neutral-loss problems. In the EU profile it is informational only (voltage relays).
  • AFDD in wooden buildings. The EU profile treats a missing arc fault detection device as an error; the CIS profile as a warning, since УЗДП is newer there and not universally mandated.
  • Surge protection. The EU profile recommends an SPD even with an underground supply (HD 60364-4-44 §443); the CIS profile only insists on one for an overhead service line.

Earthing, hardware and words

Earthing practice is where the two traditions diverge most in the field. TN-C-S is common in both, but a large part of the CIS housing stock is older TN-C with no separate PE at all, so retrofit projects there start by splitting PEN at the building service entrance — never inside a flat's panel (earthing systems). EU new-build usually arrives with PE already present.

Device conventions differ too: DIN-rail modules and enclosure sizes are the same 18 mm standard everywhere, but CIS panels more often use plastic flush enclosures and separate RCD-plus-MCB pairs, while EU practice leans on per-circuit RCBOs. The vocabulary shifts as well — an RCD is an УЗО, an RCBO is a дифавтомат, an AFDD is a УЗДП.

National amendments always win

Both profiles implement the common part of their standard. Neither includes national deviations, and there are many: socket-circuit rules, mandatory AFDD scope and inspection regimes are all set locally. Where your national code says something different, it wins over both profiles and over this app.
